Tallinn Activities by Budget: Free to Splurge
Tallinn Activities by Budget
Tallinn can fill three days without a single ticket, or swallow a few hundred euros if you climb, sail and dine your way around. Sorting the options by price makes the choices clear. Everything below is in euros, and cards are accepted almost everywhere.
Free
- The UNESCO Old Town: Pikk, Lai and Vene streets, St Catherine’s Passage and the Viru Gate towers.
- Kohtuotsa and Patkuli viewing platforms on Toompea Hill.
- Alexander Nevsky Cathedral (modest dress expected).
- Kadriorg Park, with its baroque gardens and fountains.
- Telliskivi Creative City, where the murals and studios sit in old factory buildings.
- The Pirita promenade, about 2 km beside the sea.
Under €12
A 1-hour public transport ticket is €2 and a 24-hour ticket €5.50. The 3-day and 5-day passes cost €9 and €11. Free rides apply only to registered residents, under-7s and some over-65s with an Estonian address.
The tower climbs sit in this band too. The Town Hall tower is €7 or €5 and open 1 June to 31 August. St Olaf’s is €10 or €5, with 258 steps, open 1 April to 31 October. Both are listed by their operators at oleviste.ee and raekoda.tallinn.ee.
€12 to €30
The Estonian Open Air Museum costs €14 for adults in its winter season (from 29 September, Tuesday to Sunday) and €18 in summer. KUMU is €16, the Kadriorg Art Museum €15, and Seaplane Harbour €22 for adults and €11 for children. The TV Tower deck is €18 to €19. Kiek in de Kök sells tickets by section, so choose the museum, towers or bastions at the desk.
€40 and above
The TV Tower Edge Walk, a harnessed walk outside the 175 m platform, is €41. The Tallinn Card costs €45, €65 or €78 for 24, 48 or 72 hours, and covers transport plus more than 50 attractions. For a guided day beyond the city, browse Tallinn excursions on Viator .
Seasonal extras
The Christmas market on Town Hall Square runs 20 November 2026 to 6 January 2027. The Harju Hill ice rink operates in winter, and PÖFF, the film festival, runs from 6 to 22 November.
Verdict
The best value in the city is a free morning in the Old Town paired with one paid museum. Seaplane Harbour gives the most for €22. Link several days together with the 2-day Tallinn itinerary or read the Tallinn overview .
Tip: add up your must-do tickets before buying the Tallinn Card, because three paid sights in one day is the break-even point.
