Not every Tallinn ticket earns its price. This ranking leans on variety, value and how well each stop copes with bad weather. Prices are 2026 euro rates and may change, so use the official sites for the final word.
1. Seaplane Harbour
The 1916 seaplane hangars hold the submarine Lembit, the steam icebreaker Suur Tõll and hands-on exhibits. Adults pay €22, children and students €11, and under-8s are free. For one more step, a ticket with the cannon tower Fat Margaret at Pikk 70 is €30 or €15. See meremuuseum.ee for hours.
2. Kiek in de Kök
The 15th-century artillery tower and its bastion tunnels are sold by section, so you can buy the museum, the towers or the passages alone. The tunnels can be done with an audio guide or on a booked guided tour.
3. KUMU
Estonia’s national art museum, a limestone and copper building in Kadriorg, costs €16 or €11 and is closed on Mondays. It covers Baltic German portraits, Soviet-era nonconformist art and contemporary work. Next door, the Kadriorg palace is €15 or €10.
4. TV Tower
The deck is €18 online or €19 on the day, opening daily 10 to 18, and the Edge Walk is €41 with age and fitness rules at teletorn.ee. The deck is the better pick for most visitors: both give the same Baltic skyline.
5. The Soviet-era sites
The KGB Museum on the 23rd floor of Hotel Viru runs 1-hour guided tours at €20, with half price for ages 5 to 11, and it must be reserved through Hotel Viru . The KGB Prison Cells at Pagari 1 are €10 or €8, open daily 10 to 18 from May to September and Wednesday to Sunday 11 to 18 from October to April.
The Tallinn Card sum

Seaplane Harbour runs daily 10 to 19 from May to September and Tuesday to Sunday 10 to 18 from October to April.
