Day 1: Cardiff arrival and the free National Museum

Day 2: Cardiff Castle, then home
Morning at Cardiff Castle if the GBP 16.50 ticket made the cut, otherwise Bute Park and the Castle Quarter’s arcades cost nothing. Afternoon train back to Paddington.
Day 3: York and the free National Railway Museum

Day 4: Liverpool’s free National Museums

National Museums Liverpool charges nothing at any of its five sites, the Museum of Liverpool and the Merseyside Maritime Museum both sit right on Albert Dock, with the International Slavery Museum, the Walker Art Gallery, and the World Museum a short walk further in. Albert Dock itself, the waterfront warehouses turned shops and cafes, costs nothing to wander between museum stops.
Is Liverpool worth a full day if I only care about free museums?
Yes, easily. Two or three of the five National Museums Liverpool sites fill a solid day on their own, all free, all within walking distance of each other around Albert Dock and the Pier Head. The only spend on the whole day, beyond the train, is lunch, which makes Liverpool the single cheapest full day on this itinerary once the Advance fare is booked.
