Tallinn With Kids: Rainy-Day and Outdoor Picks
Tallinn With Kids
Pull a child through the hatch of a 1936 submarine and you have a Tallinn memory that outlasts any castle tour. The city suits families because most big sights are compact and many are covered, which matters when the Baltic weather turns. Pick by weather first, then by age.
When it rains
Seaplane Harbour is the first choice. Its 1916 hangars house the submarine Lembit, boats, aircraft and the steam icebreaker Suur Tõll. Adults pay €22 and children aged 9 to 18 pay €11, a family ticket is €40, and under-8s get in free. Children under 12 need an adult with them. Official ticket details show current hours.
Tallinn Zoo and the Energy Discovery Centre are other indoor-friendly ideas. Check tallinnzoo.ee and energiakeskus.ee for hours and prices.
When it is dry
The Estonian Open Air Museum at Rocca al Mare gives children room to run through parkland dotted with traditional buildings. Winter season (from 29 September, Tuesday to Sunday, 10 to 17) has a family ticket at €30, while summer is €38, and under-8s are free. See evm.ee .
The Pirita promenade, about 2 km long, runs beside the sea, and the nearby TV Tower has a deck at €18 online. Family tickets are €36 to €37, and ages 7 to 19 have a reduced rate.
Out of town
Viru Bog in Lahemaa National Park has a boardwalk that runs 1.4 km to a viewing tower and works for strollers and wheelchairs. Pack rubber boots. To go without a car, see family-friendly Lahemaa tours on Viator .
In winter
The ice rink on Harju Hill sits beside the Niguliste museum, and under-3s skate free. The Christmas market on Town Hall Square runs 20 November 2026 to 6 January 2027.
Getting around with children
Children under 7 ride city transport free. Older children pay the visitor fare, €2 for 1 hour or €5.50 for 24 hours. Old Town lanes are cobbled and steep, so a sling beats a stroller there.
Age guide
- Under 3: free at the Harju Hill rink.
- Under 7: free on city transport.
- Under 8: free at Seaplane Harbour and the Open Air Museum.
- Ages 7 to 19: reduced rate at the TV Tower.
- Ages 9 to 18: child rate at Seaplane Harbour, €11.
The Edge Walk outside the TV Tower is for older visitors who meet its age and fitness limits, which are set out on teletorn.ee.
Verdict
Seaplane Harbour is the clear winner for a first family day. See the 2-day Tallinn itinerary for a family-paced schedule.
Tip: check the hangar opening hours the evening before, since they change between summer and winter.
